Governance

Governance is the way enterprise capabilities, resources and activities are controlled.

Governance Capability

The governance capability is the enterprise capability system which functions to realize strategic and tactical reviews, decisions and requirements of the enterprise including the business, industry, market, regulatory, and operational requirements, control limits, and review board requirements which the enterprise is compliant with.

The purpose of the governance capability is to enable and assure the ability to control the business, process, information and IT capabilities and the system and service offerings of the enterprise within the acceptable limits set by the governing authority of the enterprise.

Governance Management

Governance management is the enterprise capability management of the governance capability.

The purpose of governance management is to enable and assure the management and abilities of the governance capabilities of the enterprise are controlled, balanced and aligned to the mission and needs of the enterprise as a whole.

Governance Management Responsibilities

The enterprise manager role is responsible for governance management of the governance capability.

Governance management work products include governance management ideas, requirements, plans, risks, opportunities, reviews, decisions and action items.

Governance Architecture

The governance architecture is the enterprise architecture of governance management of the governance capability.

The enterprise manager role uses the governance architecture to support governance management responsibilities and activities.

The purpose of the governance architecture is to provide a management structure to enable and assure governance capability of the business, process, information, IT, technology systems and services of the enterprise is controlled, balanced and aligned to the mission and needs of the enterprise as a whole.

The structure includes strategic and tactical reviews, decisions and requirements of the enterprise including the business, industry, market, regulatory, and operational requirements, control limits, and review board requirements which the enterprise is compliant with.

Governance Architecture Responsibilities

The enterprise architect role is responsible for architecting the governance architecture in support of the governance management responsibilities of the enterprise manager role.

Governance architecture work products include governance architecture concepts, descriptions, models, views, viewpoints, specifications and analyses.

Governance Team

As shown in Figure 40 – Governance Team Concept, governance is interconnected with and interdependent on mission, policy, data, configurations, records, information utilization, system needs and service needs.
